Closing the global digital divide A call for home grown solutions Essay
Closing the global digital divide A call for home grown solutions - Essay Example For instance, the mobile phone can be considered to have lessened the digital divide as a result of its ability to saturate the market, but one could argue that this has largely been due to lower costs being passed onto the customer. The study by Russell and Drew (2001) acknowledges the impact of the mobile phone by not including this technology in the survey. "The digital divide is also most likely to affect lone parents and those who are already at a disadvantage in the community such as individuals with disabilities and those with little or no education" (Russell and Drew 2001). Narrowing the digital divide in this instance would be particularly advantageous to these groups as such technologies would probably facilitate communication and social involvement. For example, those with mobility problems or severe restrictions on their mobility can partake in online forums and groups to reduce social loneliness. Internet technologies also enable communication in the way of video calls for those not able to travel. Local and central governments are also introducing online services such as paying for car related services (e.g. car tax, renewals and applications) online (DVLA) which reduces the need to travel thus adding convenience. The factors mentioned in this introduction suggest that a widening digital divide is related to certain social a nd economic issues, and this has driven the need to close the digital divide. Closing the digital divide is important for a number of reasons, one of which includes the reduction of poverty (Hargittai 2003). The reduction of poverty is often associated with improving basic amenities such as water and electricity, which could be said to be true of developing countries. However, when one considers the developed countries that already have such amenities in place, the reduction of poverty takes on a different meaning. In the developed countries, access to digital technologies is said to affect access to services and quality of life in some cases (Hargittai 2003). For instance, those with access to digital technologies are able to access a wider range of services and markets with ease, such as internet banking, online trading and the benefits of interactive communication; whilst those without access will remain devoid of such knowledge and will not have the opportunity to partake in this digital world in order to advance themselves or their careers. On an interna tional level, the reduction of poverty by closing the digital divide is being suggested as a means of combating of terrorism which is considered to have its roots in poverty (Hargittai 2003). For example, it is reported on local and national media that terrorist activities and plotters have their roots in parts of Asia and the Middle East which are lacking in basic amenities and technology. This lack in digital technology is said to isolate such

Oligation portfolio(Law) Essay Example | Topics and Well Written Essays - 2000 words
Oligation portfolio(Law) - Essay Example Contract Law is one of the branches of this law. The Law of Obligations and Contracts deals with the obligations, rights and duties concerning with agreements and contracts. Public law is a set of discipline empowering by public bodies which include government departments, local authorities and many more. We can say that this law deals with the state. Examples of this law are these two: tax law and criminal law. Assault, fraud, murder and theft are just four of the examples of crimes. I have read news published on April 5, 2010 by someone not mentioned. He gave an example of a crime happened during the 19th century which was a test of necessity. The Mignonette sank and the three crew members and Richard Parker, a young cabin boy were trapped in a raft. The young cabin boy was closed to death. Due to hunger, the crew killed and ate the poor young boy. The crew survived and were rescued but put on trial for murder. They argued that it was necessary to kill the sick young cabin boy for them to survive. The crew members were sentence to death but many complained that it was just right to preserve their lives. At first they were sentenced to hang but many people are in favor of them. Those people agreed that it is right to preserve lives though it means killing one. In the end, they were only sentenced to six months to jail. It was right to save lives, but saving lives doesnââ¬â¢t mean killing one. It was so sad to think that the crew members agreed to kill the 17 year old cabin boy and ate his flesh just to survive from hunger. They did not even think of other ways on how to survive on this situation. Maybe they thought that this child will just soon die so they decided to kill him. They did not even think that this child may survive from the sickness. It did not come to their minds that it would be happier if all of them will survive with the help of each other. Instead of killing him, they must suppose to offer some comfort to the child. They

Food safety Essay Example for Free
Food safety Essay However, according to Unit 04 Communication of Health Consumers Directorate-General of the European Commission (SANCO): The Codex, while being recommendations for voluntary application by members, Codex standards serve in many cases as a basis for national legislation. The reference made to Codex food safety standards in the World Trade Organizations Agreement on Sanitary and Phytosanitary measures (SPS Agreement) means that Codex has far reaching implications for resolving trade disputes. WTO members that wish to apply stricter food safety measures than those set by Codex may be required to justify these measures scientifically. So, an agreement made in 2003, signed by all member states, inclusive all EU, in the codex Stan Codex 240 ââ¬â 2003 for coconut milk, sulphite containing additives like E223 and E 224 are allowed till 30 mg/kg, does NOT mean, they are allowed into the EU, see RASFF entries from Denmark: 2012. 0834; 2011. 1848; en 2011. 168, ââ¬Å"sulphite unauthorised in coconut milk from Thailand ââ¬Å". Same for polysorbate E 435: see 2012. 0838 from Denmark, unauthorised polysorbates in coconut milk and, 2007. AIC from France. Only for the latter the EU amended its regulations with (EU) No 583/2012 per 2 July 2012 to allow this additive, already used for decades and absolutely necessary. Australia[edit]Food Standards Australia New Zealand is working toward ensuring that all food businesses implement food safety systems to ensure food is safe to consume in a bid to halt the increasing incidence of food poisoning, this includes basic food safety training for at least one person in each business. Smart business operators know that basic food safety training improves the bottom line, staff take more pride in their work; there is less waste; and customers can have more confidence in the food they consume. Food Safety training in units of competence from a relevant training package, must be delivered by a Registered Training Organization (RTO) to enable staff to be issued with a nationally recognised unit of competency code on their certificate. Generally this training can be completed in less than one day. Training options are available to suit the needs of everyone. Training may be carried out in-house for a group, in a public class, via correspondence or online. Basic food safety training includes: Understanding the hazards associated with the main types of food and the conditions to prevent the growth of bacteria which can cause food poisoning and to prevent illness The problems associated with product packaging such as leaks in vacuum packs, damage to packaging or pest infestation, as well as problems and diseases spread by pests. Safe food handling. This includes safe procedures for each process such as receiving, re-packing, food storage, preparation and cooking, cooling and re-heating, displaying products, handling products when serving customers, packaging, cleaning and sanitizing, pest control, transport and delivery. Also the causes of cross contamination. Catering for customers who are particularly at risk of food-borne illness, including allergies and intolerance. Correct cleaning and sanitizing procedures, cleaning products and their correct use, and the storage of cleaning items such as brushes, mops and cloths. Personal hygiene, hand washing, illness, and protective clothing. People responsible for serving unsafe food can be liable for heavy fines under this new legislation, consumers are pleased that industry will be forced to take food safety seriously. China[edit]Main article: Food safety in the Peoples Republic of China Food safety is a growing concern in Chinese agriculture. The Chinese government oversees agricultural production as well as the manufacture of food packaging, containers, chemical additives, drug production, and business regulation. In recent years, the Chinese government attempted to consolidate food regulation with the creation of the State Food and Drug Administration in 2003, and officials have also been under increasing public and international pressure to solve food safety problems. However, it appears that regulations are not well known by the trade. Labels used for green food, organic food and pollution-free food are not well recognized by traders and many are unclear about their meaning. A survey by the World Bank found that supermarket managers had difficulty in obtaining produce that met safety requirements and found that a high percentage of produce did not comply with established standards. [6] Traditional marketing systems, whether in China or the rest of Asia, presently provide little motivation or incentive for individual farmers to make improvements to either quality or safety as their produce tends to get grouped together with standard products as it progresses through the marketing channel. Direct linkages between farmer groups and traders or ultimate buyers, such as supermarkets, can help avoid this problem. Governments need to improve the condition of many markets through upgrading management and reinvesting market fees in physical infrastructure. Wholesale markets need to investigate the feasibility of developing separate sections to handle fruits and vegetables that meet defined safety and quality standards. [7] European Union[edit]The parliament of the European Union (EU) makes legislation in the form of directives and regulations, many of which are mandatory for member states and which therefore must be incorporated into individual countries national legislation. As a very large organisation that exists to remove barriers to trade between member states, and into which individual member states have only a proportional influence, the outcome is often seen as an excessively bureaucratic one size fits all approach. However, in relation to food safety the tendency to err on the side of maximum protection for the consumer may be seen as a positive benefit. The EU parliament is informed on food safety matters by the European Food Safety Authority. Individual member states may also have other legislation and controls in respect of food safety, provided that they do not prevent trade with other states, and can differ considerably in their internal structures and approaches to the regulatory control of food safety. France[edit]Agence nationale de securite sanitaire de lalimentation, de lenvironnement et du travail (anses) is a French governmental agency dealing with food safety. Germany[edit]The Federal Ministry of Food, Agriculture and Consumer. Protection (BMELV)[8] is a Federal Ministry of the Federal Republic of Germany. History: Founded as Federal Ministry of Food, Agriculture and Foresting in 1949, this name did not change until 2001. Then the name changed to Federal Ministry of Consumer Protection, Food and Agriculture. At the 22nd of November 2005, the name got changed again to its current state: Federal Ministry of Food, Agriculture and Consumer Protection. The reason for this last change was that all the resorts should get equal ranking which was achieved by sorting the resorts alphabetically. Vision: A balanced and healthy diet with safe food, distinct consumer rights and consumer information for various areas of life, and a strong and sustainable agriculture as well as perspectives for our rural areas are important goals of the Federal Ministry of Food, Agriculture and Consumer Protection (BMELV). The Federal Office of Consumer Protection and Food Safety is under the control of the Federal Ministry of Food, Agriculture and Consumer Protection. It exercises several duties, with which it contributes to safer food and thereby intensifies health-based consumer protection in Germany. Food can be manufactured and sold within Germany without a special permission, as long as it does not cause any damage on consumersââ¬â¢ health and meets the general standards set by the legislation. However, manufacturers, carriers, importers and retailers are responsible for the food they pass into circulation. They are obliged to ensure and document the safety and quality of their food with the use of in-house control mechanisms. Hong Kong[edit]In Hong Kong SAR, the Centre for Food Safety is in charge of ensuring food sold is safe and fit for consumption. India[edit]Food Safety and Standards Authority of India, established under the Food Safety and Standards Act, 2006, is the regulating body related to food safety and laying down of standards of food in India. New Zealand[edit]See also: Food safety in New Zealand The New Zealand Food Safety Authority (NZFSA), or Te Pou Oranga Kai O Aotearoa is the New Zealand government body responsible for food safety. NZFSA is also the controlling authority for imports and exports of food and food-related products. The NZFSA as of 2012 is now a division of the Ministry for Primary Industries (MPI) and is no longer its own organization. Pakistan[edit]Pakistan does not have an integrated legal framework but has a set of laws, which deals with various aspects of food safety. These laws, despite the fact that they were enacted long time ago, have tremendous capacity to achieve at least minimum level of food safety. However, like many other laws, these laws remain very poorly enforced. There are four laws that specifically deal with food safety. Three of these laws directly focus issues related to food safety, while the fourth, the Pakistan Standards and Quality Control Authority Act, is indirectly relevant to food safety. The Pure Food Ordinance 1960 consolidates and amends the law in relation to the preparation and the sale of foods. All provinces and some northern areas have adopted this law with certain amendments. Its aim is to ensure purity of food being supplied to people in the market and, therefore, provides for preventing adulteration. The Pure Food Ordinance 1960 does not apply to cantonment areas. There is a separate law for cantonments called The Cantonment Pure Food Act, 1966. There is no substantial difference between the Pure Food Ordinance 1960 and The Cantonment Pure Food Act. Even the rules of operation are very much similar. Pakistan Hotels and Restaurant Act, 1976 applies to all hotels and restaurants in Pakistan and seeks to control and regulate the rates and standard of service(s) by hotels and restaurants. In addition to other provisions, under section 22(2), the sale of food or beverages that are contaminated, not prepared hygienically or served in utensils that are not hygienic or clean is an offense. There are no express provisions for consumer complaints in the Pakistan Restaurants Act, 1976, Pakistan Penal Code, 1860 and Pakistan Standards and Quality Control Authority Act, 1996. The laws do not prevent citizens from lodging complaints with the concerned government officials; however, the consideration and handling of complaints is a matter of discretion of the officials. [9] South Korea[edit]Korea Food Drug Administration[edit]Korea Food Drug Administration (KFDA)[10] is working for food safety since 1945. It is part of the Government of South Korea. IOAS[11]-Organic Certification Bodies Registered in KFDA: Organic or related claims can be labelled on food products when organic certificates are considered as valid by KFDA. KFDA admits organic certificates which can be issued by 1) IFOAM (International Federation of Organic Agriculture Movement) accredited certification bodies 2) Government accredited certification bodies ââ¬â 328 bodies in 29 countries have been registered in KFDA. In mission statements includes best employer or our people in each community around the world, excellent operational for delivery to customers and enduring profitable growth by expanding the brand and leveraging strength of McDonalds through innovation and technology McDonald Corporation ,2010) Change and Resistance to Change: According to Rev. Sharon Patterson that which people want to changes are babies who have wet diapers. We can be explained that change is an effort that consists of actual physical changes to operations and different exciting incentive is really painful process in the workplace (Bernerth, 2004) Change Process Model Though we all know and believe that progress means change, and we all want and need progress, but not even the prospect of attaining profit from change that everyone will ready and willing to hold change. On the other hand, it is widely believed and trust that most would resist change, (Duck, 1993) According to Duck (1993) bluntly he pointed out that change is intensely personal. but according to Petersen (2002) reckons that for many people, the spectre of change produces Factor of Fear, Uncertainty and Doubt. (Peterson, 2002) Since change is widely accepted all over the world as almost always from top management to down and its brings by the management, those people which are only being managed would also always show resist against change, before imposing change or before forward change its duty of manager to make a such type framework which should be overcome over all resistance before implementation. (Peterson, 2002) Resistance to change can be defined as its a perceived behaviour of organization members which are refuse to accept any change within organization. (Cheng Petrovic-Lazarevic, 2004).James Hunt says Resistance isnt an indication that something is wrong with what you are trying to change. It is an indication that something is happening. Ansoff defined Resistance as its only cause of creation unexpected delays, costs and instabilities into the process of strategic change (Ansoff, 1988). Resistance is any employee behaviour trying to stop or delay in any change. (Bemmels and Reshef 1991) Real example of the change process and its implementation. British Airways. Past in 1981, British Airways hired on board of Directors a new chairperson.à When this chairperson joined, he noticed that the company was very unproductive and was wasting a lot of valuable resources in useless activities.à To make the organization efficient and increasing the profit ratio he decided to restructure the entire organization.à He realized that Change Methodology Management Plan is the best way to serve that purpose. (Jean Scheid, 2010) Systematically, the British airways started reducing workforce.à But, before started this, through his change management leadership, the chairman gave the all reasons for the restructuring and privatization of the company in order to prepare them for the future change.à He directed his company through a hard time that could have been terrible withoutà effective change management resistance communication just only through his Leadership Communication (Jean Scheid, 2010) Scope of the Change at McDonalds. The scope of this change for McDonalds is limited to the application of the Integrated marketing Communication (IMC) as part of the marketing strategy of the McDonalds. In this change, the most important area that had been given attention is the advertising and promotional campaign of the company.à Usually, advertisement or promotional activities are concerned as an open sponsorship of offering products, services and any ideas through the use of any mode of communication. In this purpose, there are different kinds of mode of communication or media which are use for advertising and promotional campaign. Basically, in this new Integrated marketing Communication (IMC) theme will be major focus on advertising and sales promotion activities. Particularly this change will give importance to the Integrated Marketing Campaign (IMC) as part of the marketing strategy of the McDonalds. (McDonald Corporation , 2009) Basic aims of Integrated Marketing Campaign to take on a new health-conscious rule that would be constant with the latest trend of health awareness and the growing concern in corpulence among children and target market. In addition, its aim is toà introduce the implementation of a new and separate menu of low fat for children, planned to counter the rising bad publicity being thrown at McDonalds. The company is well known that this new strategy which most concerns with the health of consumer would effectively inform both children and parents regarding the nutritional value of new, McKids Meals, and how these meals are different from the traditional McDonalds meals.à In addition, the implementation of the new innovation namely Integrated Marketing Communication might be able to provide an effective advertising and public relations campaign that would successfully introduce the new McDonalds change to the world. For implementation of this new change in the organization, the company has been able to create a team that would be responsible for all essential matters related this change.(McDonald Corporation, 2009) The major focus of this change would be on the sale promotion and advertising, not only to mention other marketing mix which would be included and participated to make successful this innovation or change. Today McDonalds different kinds of menu for kids had faced different criticism, mostly in terms of its nutritional contents. The Integrated Marketing Communication has been implemented only changing public image towards the McDonalds. We can say Integrated Marketing Communication is a technique for ensuring that a companys mission and vision is included and promoted in every advertisement or promotion that will be happened (McDonald Corporation,2009) According to Forgeson and Green Basically there are three major categories of change resistances are organizational, group and individual. The following are resistance or conflicts faced by McDonalds during implementation of this change: McDonalds employees and customers, McDonalds organizational culture and behaviour. (Mabin, Forgeson Green, 2001) Resistances and Conflicts to change at McDonalds: à 1st resistances due to reactions of the McDonalds staff and customers of the company , some employees are in favour of this new change and some are against this new change mean using the Integrated Marketing communication. Managers and some employees only against this change due to fear, they think might be this change instead of resolving problem it will increase the problems of the company. There are not only employees have negative reaction towards this change but also customers are not showing positive reaction towards this campaign so it lead o another conflict in the shape of not positive attitude of customers towards this new change in this way McDonalds cant achieve benefit from this change as whole of the company.à One more resistance against this new change of the company the shortage of qualified personnel in company who assigned the maintaining these tasks to maintaining crew and application of this new marketing change but they are not much professional so this is the conflict in the way of new change. In strategic implementation of the change there are lot of barriers and enablers which are attributed as the main factors for the success or failure of the implemented changes. Barriers may include different resources which are not may be available for the innovation process. These include insufficient financial budget, organizational or stakeholder resistance to change and ineffective used of communication media. One more of the conflicts or resistances that may arise in the implementation of change in an organisation are the absence of support in sustaining the success that can be achieved in the change process. (Cheng Petrovic-Lazarevic, 2004) According to Carlopio Innovation is a social process that should be undertaken in a regular phases and not just a decision event so within McDonalds these forces are the ones attributed which may hinder strategic implementation of the innovation. The company may not be able to implement the Integrated Marketing Communication as part of its marketing strategy lacking of one of these hurdles, or incapability to handle these hurdles effectively, the company may not be able to implement the Integrated Marketing Communication as part of its marketing strategy.(Carlopio, 1998) The difference in culture between the different employees of the organization is another inner conflict. Due to difference in cultures in McDonald in different members of the company so in this way they unable to do work in pleasant environment and in good way and also this cultural leads to create difficulties in the way of implementation of new change in organization. According to Wilkins Dyer the administration and management of the management of McDonalds must be identify and understand those subcultures that might provoke a work environment more or less empowering than the larger organizational system at the time of assessing the interaction between culture and empowerment. (Wilkins Dyer, 1988). Recommendation: In restaurant industry managers play vital role in any change so in this way what McDonalds managers pay specific attention at the time of implementation and initiating change towards reducing possible resistances and achieve better organization performance. Manager is the person who initiating and start the change and employees have to accept and adopt it. Through Effective communication, perception of managers actions, employees attitude and harmonious working situation can be overcome resistances to change and also play important role in attaining better organizational performance. Implementation of Change in the Restaurant Industry Effective communication is the most important components in restaurant industry and played a vital role in the success of organizational operations. Effective communication is very important among the managers and employees and among the employees to employees.Good listening skills are the essential for a successful manager of any organization specially in fast growing fast food industry. Before, after and during the change process managers should carefully listen to the employees opinion and should modify the new change according to the opinion of the employee. For implementation of successful change in organization it is compulsory for manager he should always alert regarding employees reaction towards change. McDonalds Managers should realize that if employees against that change and dont want to cooperate with them so in this way customer service delivery will get worse. Conflict may arise amongst colleagues and managers when employees resist change. In this way employees may not perform well which directly effecting reputation of restaurant and might be it will also become cause of resignation of employees. So befre implementation of new change McDonalds managers listen very carefully arguments of employees and change the situation according the time need and should avoid the create bad environment in which employees proved poor environment for work and end all go for resignation. Not only this but also they should encourage the employees for better service and development of performance of the company as well as the employees.. So there should be a framework for possible improvement in efficient working system and better customer service within a working environment. This framework indicates and encourage to both parties managers and employees should look for a better technique of getting things done. We should clear one thing improvement always goes along with change. If there is no improvement, it means no change in this way restaurant will most likely become sluggish in particular when unforeseen circumstances or events occur restaurants and that time might be it will very difficult to keep pace with competitors. Managers should also provide a pleasant environment to employee for keeping happy to workers and cheerful staff will contribute to higher level of motivation and high performance. High-spirited employees would be able to creation and maintain harmonious working relationship with workmates. Managers should always maintain and keep a lovely pleasant environment for employees to keep them motivated because stressful environments always negatively impact the restaurant (A Paton, R. and Maccalman, J. ,2008) Further more, the success of the new change is still under process and difficult to convert the children attitude towards healthy fast food meals. But at the other hand, there are very strong chance for this success due to strong campaign and promotion activates for prompting the characteristics of the this new change. Furthermore, McDonalds should assure the message has been reached to every child in 119 countries where McDonalds is serving for this purpose help from every type media is the best strategy. There should be a new theme for new advertisement I love it even more! and hopefully this new theme and way of advertisement will inspire the parents and also encourage the childrens towards healthy food. This campaign should be long lasting, strong concerned on healthy characteristics of this new change and should be in friendly way like kiddie-friendly way. If McDonalds carefully make plan and use best strategy and good and effective method for implementation of this new change so there are bright chance of the success of this new change and in this way company can achieve very easily mission and objectives of the company. The most concerned of this company to give image of health conscious which is good match with the latest trend of health conscious measures for this world and also for the future world. Conclusion: According to Beverage the management change leaders must be willing to keep their fingers on the pulse of the organization, by monitoring what is working and what is not working and in the change process.à The management must create s safe environment for changes, reassure, support, and commitment on the organization in order to application the strategy of change effectively and successfully (Beverage (2003) Therefore, it is concluded that, changes of management is not bad until they enhance the competitiveness and power of an industry. If any change implicated through proper planning and investigation so it will be very effective and will also increase the performance of the organization. So organizations should impose the any change at the right time when studies proved that no time of change. Because we dons forget the change management system not only critical and complex but also very sensitive so only one wrong decision of any company in any change might be it push company to in under clouds and prove harmful for organization profit and inspite giving development instead company feel difficult to survive in perfect market. This is strongly recommendation for McDonalds that must see and again and again ensure that future changes are well very planned there implication is very carefully because these changes will be cause of the success /or failure of any company.

Paintings of bamboo done by means of outline (kou li) were not admitted as a separate category in Chinese painting; nor, theoretically at least, can be classified as mo chu. A piece of bamboo has objective existence as a percept before it has been painted, whereas a written character has none. This term does not only mean bamboo painting done solely in monochrome ink; it also implies that brush and ink are used in recognizably calligraphic way, and not merely to build up forms by describing boundary lines. Paintings of bamboo done by means of outline (kou li) were not admitted as a separate category in Chinese painting; nor, theoretically at least, can be classified as mo chu. A piece of bamboo has objective existence as a percept before it has been painted, whereas a written character has none.
Gay, Lesbian and Bisexual Issues - AIDS, Isnââ¬â¢t it Time We Demand Action? :: Argumentative Persuasive Essays
AIDS ââ¬â Isnââ¬â¢t it Time We Demand Action? There are 42 million people living with AIDS worldwide. 950,000 are in the United States. New cases exceed 5 million every year. More than 28 million people die from AIDS each year. Within 10 years there will be 40 million orphans in Africa due to AIDS, and more than one-third of heavily affected countries have no strategies to deal with them. AIDS is now the fourth leading cause of death globally, and the leading cause of death in Africa (ââ¬Å"AIDS at 20â⬠). The plague thatââ¬â¢s killed 22 million isnââ¬â¢t done with us yet. While we hunt for a vaccine, people continue to dieââ¬âfrom AIDS or the drugs intended to treat it (ââ¬Å"AIDS at 20â⬠). ââ¬Å"AIDS is not only killing the sick, but also crushing the healthy. There are two kinds of people here, the infected and the affectedâ⬠(Kristof, ââ¬Å"As Millions Dieâ⬠). Though there are various excuses regarding AIDS funding, political stances, and the debate of whether or not Africa is ready to receive treatment, the fact remains that AIDS cannot sit on the backburner anymore: action needs to be taken now. FUNDING First, the question of funding; the cost of drugs has been a major issue in the treatment of AIDS. The estimated spending on AIDS prevention, care, and support in low and middle income countries in 2003 is $4.7 billion, while the estimated dollars needed to address AIDS care, prevention and support in low and middle income countries is $6.5 billion in 2003 alone, with an additional $10.5 billion in 2005 and $15 billion in 2007 (Avert). In part because of those inadequate funds, many countries will not meet basic goals like rapidly expanding AIDS prevention and care expected to them by 2005. Perhaps if America wasnââ¬â¢t spending an extra 87 billion dollars on futile efforts in Iraq, they would have more money to spend on the dying. ââ¬Å"If pockets had been opened earlier, millions of lives would have been savedâ⬠(ââ¬Å"Slowly, the Virus is Being Foughtâ⬠). POLITICS There are also many various political stances regarding AIDS; President Bush pledged $15 billion for AIDS in African countries and the Caribbean over the next five years. But instead of $3 billion for the first year, he backtracked to just $2 billion (Kristof, ââ¬Å"Pruderyâ⬠). And instead of using existing channels to help, Bush created a new bureaucracy.

Impressionism and Post Impressionism
Impressionism and Post-Impressionism Eras Impressionism is the art movement that began in France in the 19th century. Claude Motet's work, Impression, sole eleven, or Impression, Sunrise, is where the name for the movement was derived. Various styles such as thin, small brush strokes, open composition, accurate depiction of light, ordinary subject matter, movement, and unusual visual angles were used in art during this time period. Impressionists broke the traditional guidelines of painting which drew a hostile reaction from the public at first.Instead of specific details their art depicted visual effects using various lord, shading, and short strokes leaving out much of the detail and capturing what was being observed at a given moment. (Impressionism, 2013) Impressionist artists were also liberated from painting only indoors by the innovation of storing paint in tubes. This technology allowed artists to pain outside which led them to create pieces that featured landscapes and were more focused on capturing natural light in their work. (Minded, 3. 20) In the sass's when Impressionism was beginning to grow in popularity, France was undergoing major changes in the political arena.Napoleon Ill had Just been defeated n a war against Prussia. During his rule France saw industrial and economic growth but certain freedoms such as press and assembly had been suppressed. Following his rule, France established the Third Republic. In the beginning there was conflict between royalists and a group referred to as The Commune, a socialist group. After five years of fighting the royalists of the Republic ultimately won by executing hundreds of The Commune in an event now known as The Bloody Week. During this time thousands of France also fled the country to places like England, Spain, and even he United States.Due to all the hostility by the opposing sides France stayed under martial law for five years. There were also religious impacts during this time period. Most notably w as the separation of the Church from the state. This legislation made the Church property of the state and required that religion be removed from schools. Additionally churches were only allowed to remain open if they held public political meetings in the evenings. Education reform was also in the works that focused increasing the availability of further education and training in technology.France in the 19th Century, 2013) Post-Impressionism immediately followed Impressionism beginning in the sass's. The actual term was first used by Roger Fry a British artist and art critic in 1910. Post-Impressionism typically refers to the time period since French painter, Dour Meant. The style of Post-Impressionism continued the use of vivid colors, thick paint application, real-life subject matter, and distinct brush strokes that were all common during Impressionism. Additionally artists also highlighted geometric forms, and used strange or uninformed colors.A foundation for quite a few 20th-c entury contemporary trends evolved because of the work of Post- Impressionist artists. (Post-Impressionism, 2013) World War II, a paramount world event was happening during the Post-Impression period. Many in France welcomed this war as a way to defeat Germany after the Franco-Prussian War in 1871. Attitudes soon changed regarding the war. Soldiers grew tired and hesitant to attack. Due to the war the economy in France was devastated during this time by German invasion in major industrial areas.America was a relief for France during the war providing DOD, money, and raw materials in 1917. Following the war France was in a poor state economically and the government struggled as well. France's economy continued to struggle even after the war as they were behind in industry. Germany and Great Britain both beat France industrially regardless of the great industry and infrastructure that was in France. (France in the 20th Century, 2013) There are many similarities and a few differences b etween art during the Impressionism and Post- Impressionism Eras. Both art forms were neither realistic nor abstract, dealt with legalistic subject matter a lot of which were landscapes and the artist's uses of colors to show light sources. Additionally both periods used some of the same techniques in relation to distinct brush strokes, thick application of paint, and use of vivid and sometimes unrealistic paint colors. Even though Post-Impressionist artists carried on several of the Impressionist innovations there were also new things introduced. Post- Impressionist artist used unnatural forms and colors to portray things in the natural world while Impressionists works were more realistic. Also, Impressionist artists had sees of a concern for expression and structure than Post-Impressionist artists. (Minded, 3. 20) Post-Impressionism continued much of the work of Impressionism. The use of real subject matter, the ability to do art outdoors, and the artists approach to color selection s and applications are all examples of how Impressionism had stylistic impacts on Post-Impressionism. These similarities can be better understood by analyzing works from each era. Claude Monet was an Impressionist artist. His work, Houses of Parliament, is an oil painting that he produced in approximately 1901.In this work Monet portrays his view of the houses of Parliament across the Thames River in London from his room in the Savoy Hotel. As in most works of this time period Monet used abstract shapes, muted colors, and a distinct light source that shows the exact time of day, late afternoon, in which he completed this work. (The Houses of Parliament, 2013) In contrast to this work is Vincent van Sago's Post- Impressionist work, Irises. Van Gogh completed this and many of his works from within the confines of Stain Paul-De-Mausoleum, an asylum in France. Van Gogh spent any of his days painting the gardens that surrounded the clinic. As seen in Irises, van Gogh uses bright vibrant c olors, lighting sources that resemble a bright, sunny day, and much more realistic techniques than in Motet's Houses of Parliament. (Vincent van Gogh, 2013) Houses of Parliament relates to Irises because they represent the differences between Impressionism and Post-Impressionism art styles and techniques. You can see in Irises a lot of the techniques that started during the Impressionist period but that were refined during Post-Impressionism, specifically in he detail of the brush strokes, more realistic feel, and brighter colors used in the piece.Post Impressionism influenced the art world by bringing painting into a more realistic phase and by introducing new techniques that are still used in painting today. The use of various colors to portray light sources, while beginning during Impressionism, was highly elevated during Post-Impressionism. Additionally the radical approach and independent styles used by post-impressionist artist and their resolve of pursuing exclusive artistic expression intensely influenced future groups of artists.
